Per the State of Colorado, Department of Natural Resources, Division of Parks and Wildlife Grant Agreement regarding subgrantees and ineligible costs submitted for reimbursement:
"Sub-grantee" means third-parties, if any, engaged by Grantee to aid in performance of its obligations and;

A. Assignment and Subgrants
"All assignments, subGrants, or Sub-grantees approved by Grantee or the State are subject to all of the provisions hereof (e.g., contractual; parentheses added). Grantee shall be solely responsible for all aspects of subGranting arrangements and performance."
The Colorado State Recreational Trails Grant Program funds projects for large recreational trail grants, small recreational trail grants, trail planning, and trail support grants. This program is a partnership among Colorado State Parks, Great Outdoors Colorado (GOCO), the Colorado Lottery, the federal Recreational Trails Program (RTP), and the Land and Water Conservation Fund (LWCF). The availability of funding for the Non-Motorized Trail Grants will be based on the funding levels provided by the funding sources. Availability of funds for successful applicants may vary due to legislative processes, fiscal year parameters and/or written authorization of spending authority. Awarded funds are for 2 1/2 years. Depending on the source of awarded funds, contracts may be sent out for signature authority from May through August of a grant cycle. Please consider this when planning your projects and timelines.
The non-motorized trail grant selection process follows a three-tiered recommendation and approval process. Applications are first scored and evaluated by State Trails Subcommittee members, volunteer outside reviewers and trails program staff, who rank the applications in an order of recommended funding priorties. The ranked applications are submitted to the State Trails Committee which evaluates and recommends projects to the Parks and Wildlife Commission and Great Outdoor Colorado Board for final approval.
State Trails staff and grant reviewers cannot comment on the status of a grant application until the evaluation and scoring process is completed.
